HealthInsight is the Quality Improvement Organization (QIO) for Nevada and Utah. HealthInsight’s Medicare Beneficiary Protection Program includes: providing information to people with Medicare concerning their rights and responsibilities as a Medicare Beneficiary, review of the quality of care provided to people with Medicare in Nevada and Utah, and assisting people with Medicare to appeal their discharge from acute care hospitals, skilled nursing and rehabilitation facilities, outpatient home health, and hospice services if they feel care is ending too soon.

Your Rights and Responsibilities as a Person with Medicare


As a Medicare beneficiary, your rights are:

  • To receive care that meets professional standards necessary to diagnose and treat your medical condition. The care provided to you in any Medicare-certified setting can be reviewed by the Quality Improvement Organization to determine if it met the professional standards of care. Medicare-certified settings include inpatient hospitals, surgical centers, skilled nursing facilities, home health agencies, comprehensive outpatient rehabilitation facilities, emergency rooms, hospices, hospital outpatient areas, outpatient physical therapy and speech language pathology services, physician offices and more. If you believe you did not receive quality health care, call 1-800 Medicare. Contact HealthInsight at 800-748-6773 to express a concern or file a complaint.

How To Appeal When Someone With Medicare Is Being Discharged

Health care providers are required to give the patient/legal representative a written notice before discharging a patient from an acute care hospital, Skilled Nursing Facility, Comprehensive Outpatient Rehabilitation Facility, Home Health services, or Hospice services. This discharge notice does not mean that all of the patient’s Medicare coverage is ending. Only coverage for the specific services listed on the notice will be ending.

Share A Concern About The Quality Of Care Received
