Health Information Technology Regional Extension Center (REC) for Nevada and Utah
HealthInsight would like to announce the availability of the Meaningful Use Attestation system from Utah Medicaid. If you already received your adopt, implement, or upgrade (AIU) payment from last year, you can now attest to having performed 90 days of Meaningful Use. This payment will allow you to receive $8,500 per eligible clinician. (MD, DO, NP, CNMW, Dentist, and PA in some cases).

REC Met Recruitment Goal
HealthInsight successfully met our recruitment goal to provide EHR Adoption and Meaningful Use services to 1463 primary care providers in Nevada and Utah. HealthInsight is working to position itself to be prepared to work with additional providers should additional funding become available. All providers interested in being part of this potential subsidized assistance should submit a
letter of intent to participate.

Achieving Meaningful Use
Is your practice on track to meet Meaningful Use for 2012?
October 3rd is your last chance to begin a 90-day reporting period to qualify for the full $18,000 initial incentive payment. Meet with your HealthInsight Project Coordinator today to make sure that you are ready for attestation.
The Medicare Meaningful Use EHR incentive program allows eligible providers to receive $44,000 over the course of five years. Eligible providers may begin attesting to Meaningful Use at any time between now and 2016, but the financial incentive decreases substantially for first year Meaningful Use attestations after January 1, 2013.
Providers that wait to begin their 90-day attestation period after October 3, 2012 will forfeit 11.4% of the total incentive payment. The bulk of that loss, 60%, is taken from the first payment, which is made for the first 90 days of meeting the requirements for Meaningful Use.

Providers partnered with the Regional Extension Center twice as likely to meet Meaningful Use
On July 26th, the Government Accountability Office released a report that confirmed our experience: Providers who work with Regional Extension Centers are twice as likely to receive Medicare EHR Incentive Payments as those who don’t. In 2011, over 56,000 providers nationwide made the commitment to health IT and received $967 million in incentive payments.
There is more to be done, but we want to thank you for your continued leadership in moving toward meaningful use. Remember, 2012 is the last year Eligible Providers can receive the full Medicare Meaningful Use incentive payment and we have the practice and HIT expertise to help you achieve meaningful use.
CMS Releases Stage 2 Meaningful Use Final Rule
On August 23, the Centers for Medicaid and Medicare Services announced the final rule for Stage 2 of meaningful use in the EHR Incentive Payments Program. This announcement marks the next step in transforming America’s health care system to a health IT-enabled one. CMS published the following tools to help providers understand the new rule.

U.S. Department of Health and Human Services has announced final rules to help improve Americans’ health, increase safety and reduce health care costs through expanded use of electronic health records (EHRs).

- What is Meaningful Use?
The proposed rulemaking was released at the end of 2009, and since that time the Centers for Medicare & Medicaid Services (CMS), the Office of the National Coordinator (ONC), and the HIT Policy Committee, considered thousands of public comments and worked together to define requirements that will provide incentive payments to eligible providers and hospitals who achieve Meaningful Use. This provision, defining Meaningful Use, has been updated in the final rule to reflect a more flexible, consistent, and simpler message.
Some interesting changes to note in the final rule:
- More consistent message between CMS programs
- Easier calculations of measures
- Greater flexibility in achieving objectives
