Marc Bennett, MA
President & Chief Executive Officer
Marc H. Bennett is President and Chief Executive Officer at HealthInsight, a private, non-profit healthcare improvement company. HealthInsight holds the Medicare quality improvement organization (QIO) contracts for Utah and Nevada and sponsors the AHRQ-designated Chartered Value Exchanges (CVEs) in both states as well. HealthInsight is a recognized leader in the QIO industry in Transparency & Public Reporting, in HIT initiatives, Payment Reform efforts, Human Factors Science research and application, and for innovation in the Beneficiary Protection program. The company employs a staff of approximately 60 FTEs and more than 100 physician consultants.
Nationally, Mr. Bennett has just concluded his service as President and Board Chair of the American Health Quality Association (AHQA), the trade association for QIOs. He began his term in February 2007. He continues to serve as a member of the Board and Executive Committee of AHQA. Additionally, Mr. Bennett serves on the National/Regional Implementation Workgroup of the Quality Alliance Steering Committee (QASC) and is a member of the National Advisory Board for the Center for Healthcare Quality & Payment Reform and serves as a Board member for the Network for Regional Health Improvement (NRHI). He has also served previously as a founding Board member of Q-mark, Inc., a company which provides HEDIS reporting software and support to health plans and other purchasing groups across the country.
In Utah, Marc is currently Chair of the Utah Patient Safety Steering Committee, the coordinating committee for statewide quality and safety initiatives in the state. In addition, he is a member of the State-sponsored Governance Consortium for Health Information Technology in Utah. And he also serves on the Board of the Utah Health Information Network, the community-based health information network and clinical health information exchange (cHIE).

Lance N. Coss, MS, M.Ed, CGC
Vice President, Quality Assurance
Lance Coss has over ten years of experience with HealthInsight, and as the Vice President, Quality Assurance Division, he oversees all assurance-related and review activities for both Nevada and Utah. He has also contributed extensively to the national Medicare program, serving as the past Chair for the Centers for Medicare & Medicaid Services (CMS) SDPS Case Review Workgroup (2002-2003), Co-Chair of the American Health Quality Association (AHQA) Case Review/PEPP Network (2000-2002; present) and has been the Chair of the 12-state Coral Quality Improvement Organization (QIO) Consortium since 1999. Lance has also actively represented the QIO community by serving as an invited specialist on multiple CMS Rapid Application Development (RAD)/Joint Application Development (JAD) Teams focused on designing and implementing new information technologies throughout the Medicare program.
Lance holds an undergraduate degree in Biology/Genetics from Pennsylvania State University and two advanced degrees, one in Education and one in Human Genetics, from the University of Pittsburgh. Prior to joining HealthInsight, Lance earned his board certifications from the American Board of Medical Genetics and the American Board of Genetic Counseling, and spent five years as a Clinical Reproductive Geneticist. He has an additional 15 years of clinical experience in a variety of areas, including mental health therapy and human sexuality counseling, and has held teaching positions at three different universities.

Michael P. Silver, MPH
Vice President, Programs & Operations
Mike Silver joined HealthInsight in 1995 as a Health Care Analyst. As Vice President of Programs and Operations, Mr. Silver’s responsibilities include oversight for programs and operations planning and delivery for Medicare contracts, health systems value initiatives, and other private business lines. He oversees and coordinates the development efforts of the organization, continuous improvement and redesign of the operations, development, communications and information services work processes.
At HealthInsight, Mr. Silver is instrumental in the design, conduct, and analysis of health care quality improvement initiatives. Since 1997, his interests and duties have increasingly focused on issues related to patient safety and medical error. He is involved in ongoing study of applications of human factors psychology and organizational safety management principles to patient safety and health care quality improvement. He received a Bachelor of Science degree in Mathematics and Masters of Public Health from the University of Utah.

Dan Memmott, MBA
Vice President, Finance & Administration, Chief Financial Officer
Dan Memmott is the Vice President for Finance & Administrative Services and serves as Chief Financial Officer for HealthInsight, a private, non-profit Quality Improvement Organization (QIO) with offices in Salt Lake, Las Vegas and Reno. HealthInsight holds the Medicare QIO contracts for Utah and Nevada as well as numerous other private contracts and grants related to health care quality.Dan has served at HealthInsight for 19 years as Controller, Assistant Executive Director, Director of Finance and Administration, and Vice President of Finance and Administrative Services, where he currently oversees the finance and accounting affairs, Human Resources, corporate contracting as well as corporate administrative services.
Dan received his MBA from Indiana University and has over 30 years of business management and leadership experience. Dan currently serves as an officer on the Great Basin Public Health Leadership Institute board of directors as treasurer, on the James Q. Cannon Memorial Endowment board as a trustee and as Treasurer and as a board director and treasurer of Phoenix Services. He has previously served as Chair of the American Health Quality Association's (AHQA) Finance and Human Resources Network.

Christie North, MBA, FACHE
Vice President, Utah Programs
Christie North is certified by the International Association of Facilitators as a Certified Professional Facilitator (CPF) and is highly skilled as a neutral facilitator of group process. Over the past fifteen years, Ms. North has facilitated hundreds of multi-stakeholder groups throughout the community. As Vice President, Utah Programs, Ms. North has principal responsibility for coordinating the efforts of HealthInsight’s Value Agenda. This includes facilitation of the multi-stakeholder regional health collaborative known as the Utah Partnership for Value-driven Health Care. A graduate and faculty of the Institute for Health Care Delivery Research, she has been engaged in healthcare quality improvement since the 1980’s. She also spearheaded HealthInsight’s internal quality improvement efforts by using Malcolm Baldrige criteria as a framework. Ms. North obtained a Masters of Business Administration from the University of Utah in 1987, and is a Fellow of the American College of Health Care Executives.

Deborah Huber, RN, MHSA
Vice President, Nevada Programs
Deborah Huber joined HealthInsight in 1998 as a Project Coordinator. Since 2007 she has been the company’s Transparency Strategy Director and the Project Director for the Nevada Partnership for Value-driven Health Care, an Agency for Healthcare Research and Quality (AHRQ)-designated Chartered Value Exchange. As Vice President of Nevada programs Ms. Huber’s responsibilities include assuring effective management of the HealthInsight Value agenda in Nevada. This agenda currently includes encouraging: (1) effective adoption and use of health information technology (HIT) and health information exchange (HIE) by providers in the state; (2) broad transparency about health care performance in terms of both quality and cost; and (3) payment and delivery reform to create improved alignment between clinical management and cost incentives.
Ms. Huber has extensive clinical and administrative experience and regularly provides training and presentations to local and national audiences on a variety of topics including human factors, process reliability, and error management. She provides testimony and actively participates in Nevada health care policy forums. She is a member of AHRQ’s Quality Indicator Learning Institute and is a Medicare-designated Quality Improvement National Leader. Ms. Huber is a graduate of the national Patient Safety Improvement Corps, has completed master training in TeamSTEPPS, and is a trained examiner for the Governor’s award for Performance Excellence. Juliana Preston, MPA
Vice President, Utah Operations
Juliana Preston is the Vice President of Utah Operations for HealthInsight. Ms. Preston is responsible for leading the organization's quality improvement division in Utah. As the leader of the quality improvement initiatives, she oversees the management of the Medicare quality improvement contract work and other quality improvement related contracts in Utah. Ms. Preston has extensive experience working with nursing homes. She has developed numerous workshops and seminars including root cause analysis, healthcare quality improvement, human factors science, and resident-centered care. In addition to her experience at HealthInsight, she has held various positions during her twelve-year career in long-term care including Certified Nursing Assistant, Admissions & Marketing Coordinator. Ms. Preston graduated from Oregon State University in 1998 with a Bachelor’s of Science degree with an emphasis in Long Term Care and minor in Business Administration. In 2003, she obtained her Master’s degree in Public Administration from the University of Utah with an emphasis in Health Policy.

Kevin Kennedy, MHS, CPHQ, CPHIT, CPEHR
Vice President, Nevada Operations
Kevin Kennedy is the Vice President of Nevada Operations for HealthInsight. Mr. Kennedy is responsible for leading the organization's quality improvement division in Nevada. As the leader of the quality improvement initiatives, he oversees the management of the Medicare quality improvement contract work and other quality improvement related contracts in Nevada. Mr. Kennedy joined HealthInsight as a Analyst/Project Coordinator. His experience includes leading project teams, functioning as an analyst for projects in the inpatient and outpatient settings, and providing human factors based technical assistance to providers in the outpatient, inpatient, and home health settings. He also has training experience on human factors science and root cause analysis methodology. Mr. Kennedy received his Bachelor of Science degree in Psychology (1992) from James Madison University, and a Master of Health Science degree (1994) from Johns Hopkins University-School of Public Health. Sharon Donnelly, MS
Vice President, Development
Sharon Donnelly is the Vice President of Development at HealthInsight. She has experience developing, acquiring funding, facilitating, and evaluating collaborative efforts in healthcare. For the past twelve years, she has been involved in quality improvement efforts surrounding diabetes, asthma, antibiotic use, preventive care, work process redesign, and health information technology (HIT) adoption and use in Nevada and Utah. Ms. Donnelly currently leads HealthInsight’s Physician Office Quality and Technology Team. Their efforts include: facilitating health information technology adoption and use along with work process redesign in order to improve patient care; supporting development and interfacing with regional health information networks; pay for performance initiatives including the Medicare Care Management Performance demonstration project; building outpatient practice reporting and recognition programs. Prior to coming to HealthInsight, Ms. Donnelly taught statistics, computing and research design at the University of Tennessee and was a statistical research consultant to the University of Tennessee Medical Research Center.
