The Nevada Partnership for Value Driven Health Care is a multi-stakeholder community health care collaborative made up of public and private payers, purchasers, providers (institutional and individual) and the public. The Partnership has been designated as a "Community Leader" by the Agency for Healthcare Research and Quality (AHRQ), which is the first step to becoming a Value Exchange as described by HHS Secretary Michael Leavitt in his Value Driven Healthcare Initiative.

| Goal: |
| The Partnership’s goal is to improve the quality, accessibility, safety, equity, efficiency, and coordination of health care in Nevada by providing patient-centric health care and a system that provides a full range of information to consumers about the quality and cost of health care options. To accomplish this goal, the Partnership will: |
- Utilize provider-level data from multiple payer sources
- Aggregate, analyze and provide comparative reports on consensus-derived measures of quality, price/cost, and volume
- Support the transparency of these data in order to stimulate quality improvement
- Inform consumer decision-making, and develop and align provider and consumer incentives

- Review national programs, such as Bridges to Excellence, and others that promote best practices, preventive care and enhance patient adherence to best practices.
- Develop a plan to coordinate local incentive programs offered by payers and other stakeholders to improve provider and patient adherence with best practices.
- Encourage incentive programs that promote transparency of quality data.

- Develop cost analysis of collecting and using health care data to improve care and make that information available to the public.

| Status |
- The NPV is creating a business plan for the development of a data warehouse for aggregation of claims data from multiple payer sources. The goal is to foster improvement in quality and cost effectiveness.
- HealthInsight is negotiating with vendors who can provide analytic software, including episode grouping for analysis of cost.
- The Nevada Health Care Coalition has committed to submitting data to the NPV Warehouse beginning in early 2008.
- Multiple payers are interested in participating in a HealthInsight-hosted data warehouse.
- The NPV Data Warehouse will provide an opportunity to maximize the analytic capacity for smaller groups by providing larger data sets for aggregation and analysis. As participation increases, cost will decrease, and a comprehensive analysis of the health and care of the insured Nevada population will be possible.
